All rules made and notifications issued under the Act, shall be published in the [Official Gazette]3, and shall, have effect as if enacted in this Act from the date of such publication or from such other date as may be specified in that behalf : [Provided that notwithstanding anything to the contained in this section or in any judgment, decree or order, the notification nos. 3514-E/XIII- 331-78 and 1227-E/XIII-332-78, both dated April 17, 1978 made by the State Government in exercise of the powers under sections 28 and 29 and the amendment made by the aforesaid notification shall have effect and we deemed always to have affect and from April 1, 1978 :]4 [Provided further that notwithstanding anything to the contrary contained in this section or in any contract, judgment decree or order the notification no. 3842-E/XIII-512-83, dated May 25, 1983 made by the State Government in exercise of the power under section 30 shall have affect and be deemed always to have affect and on and from April 1, 1983.]5 Bar of certain suits
