The [State Government]1 may, by notification and subject to such conditions as it may think fit to prescribe, [exempt]4 any person or class of persons, or any [intoxicant]2, wholly or partly, from the operation of all or any of the provisions of this Act or of all or any of the rules made under this Act, either throughout [Utter Pradesh]3 or in any specified area comprised therein or for any specified period, or occasion.
