Except as otherwise provided in this Act the mode of, appointment terms and conditions of service and the powers and duties of the officer of the university other than the Chancellor, the Vice chancellor, the Finance Officer and the Redstrar shall be sueh as may be prescribed or determined by State Goverrment.
