(1) The Chairman, and in his absence the Vice-Chairman, shall, subject to the provisions of this Act and the rules and the bye-laws made thereunder and the resolutions, if any, of the Committee, exercise superintendence and control over the Officers and servants of the Committee and shall exercise such other powers and perform such other duties as may be prescribed or delegated to him by the Committee, by the resolution passed by it, in this behalf. (2) The Chairman, and in his absence the Vice-Chairman shall preside over the meetings of the Committee. In the absence of both, any other member chosen by the members present in a meeting shall preside at that meeting.
