Section 32

Cognizance of offences

No court shall take cognizance of any offence punishable under this Act except upon complaint made by order of the 2 [State Government] or by the Council with the previous sanction of the 2 [State Government]. (2) No court inferior to the court of a District Magistrate or a Magistrate of the first class shall try any offence punishable under this Act.
