21. The Chairman, every member, the Member-Secretary and every employee of the Council, when acting or purporting to act in pursuance of the provisions of this Act or the rules, or regulations or orders or directions made or issued thereunder shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code.
