i. Any person aggrieved by the order passed by the Authority or ULB, as the case may be, under section 73 may, within thirty days of the communication of that order to him, appeal to the Appellate Authority, as the State Government may, by notification, appoint for the purpose of this section, in such manner and on payment of such fees as may be prescribed. ii. The Appellate Authority may, after giving a reasonable opportunity of being heard to the appellant and the Competent authority concerned, pass an order dismissing the appeal or accepting the appeal by-
