The District Council for the autonomous district may establish, construct or manage primary schools, dispensaries, markets, cattle pounds, ferries, fisheries, Toads, road transport (other than nationalised routes) and waterways in the district and may with the previous approval of the Government make regulations for the regulation and control thereof and, in particular, may prescribe the language and th~ manner in which primary education shall be imparted in the primary schools in the district.
