(1) This District Council shall have power, sub- ject to the provisions of the Constitution of India or any laws made in that behalf, 'to frame bye-laws to be applicable in the territorial district with respect to- (a) inheritance to property of persons belonging to Scheduled Tribes; (b) marriage and divorce where any of the parties to the marriage belongs to Scheduled Tribes; (c) social customs of people belonging to Sche- duled Tribes; and (d) all or any of the matters enumerated in section 31. (2) All bye-laws made under this section shall come into effect upon their publication in the Official Gaz-ette.
