(1) For each Block there shall be constituted a Panchayat Samiti having jurisdiction, save and except as otherwise provided in this Act, over the entire Block excluding such portions of the Block as are included in a Municipality or under the authority of a Municipal Corporation or a Notified Area Authority, [Tripura Tribal Areas Autonomous District 1 Deleted by The Tripura Panchayat (Second Amendment) Act,1998 Creation of Blocks Constitution of Panchayat Samiti 53 Council, Cantonment]1 constituted under any law for the time being in force: Provided that a Panchayat Samiti may have its office in any area comprised within the excluded portion of the Block. (2) Every Panchayat Samiti shall be a body corporate by the name of the Block and shall have perpetual succession and common seal and subject to such restrictions as are imposed by or under this Act or any other enactment, shall be vested with the capacity of suing or being sued in its corporate name, or acquiring, holding and transferring property, movable or immovable, whether without or within the limits of the area over which it has authority, of entering into contracts and of doing all things, necessary, proper and expedient for the purpose, for which it is constituted.
