(1) Subject to such rules as may be prescribed , two or more Gram Panchayats may combine, by a written instrument duly subscribed by them, to tees. appoint a Joint Committee consisting of such representatives as may be chosen by the respective Gram Panchayats for the purpose of transacting any business or carrying out any work in which they are jointly interested and may---- (a) delegate to such committee the power, with such conditions as the Gram Panchayats may think fit to impose, to frame any scheme binding on each of the constituent Gram Panchayats as to the construction and maintenance of any joint work and the power which may be exercised by any such Gram Panchayat in relation to such scheme; and (b) frame or modify rules regarding the constitution of such committees and the term of office of the members thereof and the method of conducting business. (2) [If any difference of opinion arises between the constituent Gram Panchayats under this Section, it shall be referred to the concerned Panchayat Samiti or Samities and their decision thereon shall be binding on each of the constituent Gram Panchayats.]1
