Cognizance of offence: (1) No Court other than a Magistrate of the First Class shall try an offence under this Act. (2) Cognizance of offence punishable under section 19 or 20 of the Act shall not be taken except upon complaint made by order of the State Government or any officer authorised in this behalf by the State Government or by order of the Council.
