If any street or public place under the control of Government or any Power to statutory body is not properly or regularly scavenged or is in the opinion of enforce sea- the Municipality, in a filthy and unwholesome condition, the Municipality venging or deanshg work may, by written notice, require the owner or the occupier to do the scavenging or, cleansing or may scavenging or deansing to be done and the cost of such scavenging or cleansing to be recovered from the owner or the occupier thereof as the case may be.
