If, at any time, it is considered necessary or expedient for the interest of the University, the State Government with prior consultati0n of the Chancellor may, by Notification, take ovei all or any of the powers of management and functions of all or any of the authorities of the University and may exercise such powers by such officer or authority and for such period, as may be considered necessary by the State Government Removal of difficulties.
