(1) 1[ It appears to the competent authority than the applicant is entitled to make the deposit under rule 146 he shall receive such deposit and give a receipt therefore.] (2) Such receipt shall operate as an acquaintance for the amount of the rent in the same manner and to the same extent as if such amount has been paid to the person to whom it was due.
