(1) The Secretary to the Board shall be appointed by the State Government on such terms and conditions as the State Government may decide. Appointment, powers and functions of the Secretary. 12 (2) The Secretary shall-- (a) Subject to the control of the Board, be the Chief adminis- trative officer of the Board ; (b) subject to the control of the President, be responsible for seeing that the orders of Board are carried out ; (c) be empowered to enter into all contracts for and on behalf of the Board. (3) The Secretary shall be responsible for seeing that all moneys are expended on the purpose for which they are granted or allotted. (4) The Secretary shall prepare the annual statements of accounts and budget estimates. (5) The Secretary shall exercise such other powers as may be pre- scribed by the regulations.
