(1) All offences under this Act are triable by a Judicial Magistrate of First Class. (2) Notwithstanding anything contained in sub-section (1), no court shall take cognizance of an offence punishable under this Act except with the previous sanction of the Board or of an officer authorised by the Board in this behalf.
