(1) Subject to the provisions of this Act and of any other law and to such rules as may be prescribed, a Gram Panchayat may, with the approval of the Commissioner, make bye-laws for carrying out any of the purposes for which it is constituted. (2) A bye-law made by the Gram Panchayat may provide that any person who commits a breach thereof shall be liable to pay by way of penalty such sum as may be fixed by the Gram Panchayat not exceeding rupees five thousand, or in case of a continuing breach, not exceeding one hundred rupees for every day during which the breach continues after a penalty has been levied for the breach. (3) The Government shall have power to make rules regarding the procedure for the making of bye-laws, the publication thereof and the date on which they shall come into effect.
