It shall not be incumbent on the *[Commissioner City Police, Hyderabad] or any Assistant Commissioner of Police specially authorised in writing in this behalf by the *[Commissioner of City Police, Hyderabad], to prosecute any person for offences punishable under sub-section (3) of section 10 or section 64, 65, 68 or 75 unless the Government has made an order or prescribed a rule in this behalf or such offences have occasioned serious loss.
