When a boat or the equipments thereof or any other material of a ferry are emergently required for transport of any man, animal, vehicle or other thing on service of 25[XXX] the Government, 23[Collector] may take possession and use the same: Provided that such compensation shall be paid for the use thereof as the 24[Government] may in each case direct.
