When a lessee surrenders the lease under section 10, or his lease is cancelled under section 23, the 23[Collector] may keep in use his boats and equipment of ferry, until all necessary materials of ferry have been collected; in such a case, such compensation as the 24[Government] may direct shall be paid to the lessee.
