(1) Any member may call the attention of the President to any neglect in the execution of the work of the Board, to any waste of property of the Board or to the wants of any locality within the district and suggest any improvements which may appear desirable. (2) Every member shall have the right to interpellate the President on matters connected with the administration of the Board subject to such rules as may be prescribed.
