(1) If in an emergency, the President finds it difficult to convene a meeting, he may circulate a written proposition of his own or of any other member for the observations and the votes of the members of the Board. (2) The dceision of any proposition so circulated shall be in accordance with the majority of votes of the members who thus vote upon it. (3) Every decision arrived at by the Board under this section shall be recorded in the minute book and the minutes confirmed at the next meeting of the Board. Minutes.
