(1) Every Board shall appoint the following Committees:— (i) Standing Committee; (ii) Public Health Committee; (iii) Works and Communications Committee; (iv) Education and Rural Development Committee. (2) The President shall be a member and the Chairman of the Standing Committee and the Works and Communications Committee and the Vice-President shall be a member and the Chairman of the Public Health Committee and the Education and Rural Development Committee. The other members of each Committee shall be elected on the basis of proportional representation by means of the single transferable vote. In the absence of the Chairman, the Committee may appoint any other member to officiate as Chairman.
