The expenses incurred by a 17[Collector] acting under section 8, shall, whether or not the property is taken over by him or a manager appointed, be charged on the property concerned, and shall be recovered from the owner or the person whom the 17[Collector] may declare to be in possession of such property as an arrear of land revenue.
