(1) When a 16[Collector] receives information that any owner who resided or whose property is situated within his territorial jurisdiction, has died or disappeared and has reason to believe that successor of such owner whether by survivorship or inheritance or will or gift, is a person who is or should be declared to be disqualified under section 7, the 16[Collector] may,-
