All the authorities of the University shall have power to constitute or w m reconstitute committees and to delegate to them such of )heir powers as they deem fit. Suchcommittees shall, save as otherwise provided, cons~st of members of the autho- rity concerned and of such other persons, if any, as the authority in each case may think fit.
