When the seat of any member becomes vacant, vacancies. the vacancy shdl be filled up by election or nomination, as the case may be, in accordance with the provisions of section 5. '[9-A. (1) There shall be an .Executive Committee of the Council, consisting of its president and vice- president, ex oflcio, and three other members of the Council who shall be elected every year in the pres- oribed manner by the Council at its first meeting held in that year.
