Meetings of the Executive Committee.— (1) The Executive Committee shall meet at such time and place and shall observe such rules of procedure in regard to transaction of business at its meetings, including the quorum at such meetings as may be provided in the regulations. (2) When the Chairperson of the Executive Committee is absent, any other member chosen by the members present from amongst themselves shall preside over the meeting of the Executive Committee. (3) All questions at a meeting of the Executive Committee shall be decided by a majority of the votes of the members present and voting and, in the case of any equality of votes, the person presiding shall have a second or casting vote. (4) The Secretary to Government of the administrative department shall be the special invitee at the meetings of the Executive Committee. (5) The Chairperson of the Executive Committee may invite any other person as he may consider necessary to attend a meeting of the Executive Committee.
