All sums payable by any person or any persons to the Authority or recoverable by it or under this Act and all charges or expenses incurred in connection therewith shall, without prejudice to any other mode of recovery, be recoverable as a means of land revenue due to Government under the provisions of Revenue Recovery Act, 1890 for the time being in force on the application of the Authority
