Notwithstanding any provision contained in this Act or in any other law for the time being in force, all lands, structures and other facilities, including lights, water supply and drainage owned by the promoting agency or any person immediately proceeding to the date of constitution of the authority shall continue to be owned by the said promoting agency or person concerned.
