Submission of register once in ten years.—The Trustee or his authorized agent shall submit to 1[the Commissioner for his approval directly or through the Assistant Commissioner], as the case may require, once in every ten years (commencing from the year in which the register required under section 29 is first submitted), a consolidated register incorporating therein all alterations, omissions and additions made or required to be made in the register submitted under section 29 and the provisions of that section shall apply to such consolidated register as if it were a register submitted under that section.
