Notwithstanding anything contained in sub-section Appointmegt (1) of section 11, within six months from the appointed of the first day the first Vice-Chancellor shall be appointed by the Vim- Government on a salary to be fked by them, for a period not exceeding in the aggregate five years and on such other conditions as may be specified by the Government in this behalf.
