(1) In this Act, unless the context otherwise requires,- (a) action plan means the action plan referred to in clause (b) of sub-section (1) of section 3 of this Act; (b) aggregate technical and commercial loss, in relation to a given period, means the difference between the energy input into the distribution system and the energy realized for the period wherein the energy realized shall be equal to the product of energy sold for which bills have been issued to consumers and collection efficiency for the period, expressed as a percentage of the energy input;
