(1) No prosecution under this Act or the rules or orders made thereunder shall be instituted except by an Inspector appointed under Section 29 or except with the previous sanction of the State Government or the local authority as the case may be. (2) No court inferior to that of a Magistrate of a Second Class shall try any offence punishable under this act or any rules or orders made thereunder
