Powers and duties of Chairman. - (1) The Chairman shall preside over and conduct the meetings of the Board and the Committee and shall cause the recommendations of each Committee to be placed before the Board. He shall cause all decisions of the Board to be executed and carried out in a lawful manner without any unnecessary delay and shall be responsible to the Board for such execution and carrying out. (2) The Registrar and all other officers and servants of the Board shall be under the direct control and supervision of the Chairman and shall abide by his order. ______________________________________________________________________
