(1) The Board shall cause to be prepared, in such form and at such time in each financial year as may be prescribed, its budget for the next financial year, showing the estimated receipts and expenditure of the Board and after its approval forward the same to the State Government. (2) No sum shall be expended by or on behalf of the Board unless the expenditure of the same is covered by the budget provisions approved by the State Government.
