- S. 3Section 3 amends rule 2 to define terms used in the rules based on the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986.

- S. 9Section 9 allows the Additional Chief Secretary to review and modify decisions if deemed illegal or improper.
- S. 10Section penalizes seed potato growers for violating the Act with fines and imprisonment, and recommends license cancellation and blacklisting for repeat offenders.
