If in the opinion of the Government, a resolution of the Board is not in public interest or not in conformity with the provisions of this Act or the rules or the regulations made thereunder, it may by an order in writing, suspend the execution of such resolution: Provided that the resolution the execution of which is suspended by the Government, shall not be cancelled without giving a reasonable opportunity to the Board to explain its position.
