(1) Every decision of the Board shall be taken by passing a resolution and shall be authenticated by the signatures of 1[the Chairman or in his absence by Vice-Chairman or in his absence by such other member] as may be authorized by the Board in this behalf. (2) Every instrument on behalf of the Board shall be authenticated by the signature of the Secretary: Provided that in the absence of Secretary, or when it is considered necessary under the circumstances of a case, the Board may, by an order in writing and by recording reasons therefor, authorise any member or officer of the Board to authenticate any instrument.
