Notwithstanding anything contained in this Act, the Statutes. Transitory Ordinances and Regulations. the Trust may, subject to the availability of the MO" funds, discharge any of the functions of the University or of its Authorities for the purposes of carrying out the provisions of this Act, Statutes, Ordinances and Regulations and for that purpose, may exercise such powers and perform such duties, as by this Act.
