No act or proceedings of the Board shall be questioned or shall be invalid on the ground merely of the existence of any vacancy in, or defect in the constitution of the Board or any defect in the appointment of a person acting as Chairperson or the Senior Vice-Chairperson or the Vice-Chairperson or a Member or any irregularity in the procedure of the Board, including issuing of notice for holding of a meeting, not effecting merits of the matter.
