GAZ. (EXTRA.), JULY 9, 2002 (ASAR 18, 1924 SAKA) 15 (i) any vacancy in, or any defect in the constitution of the Board; or (ii) any defect in the appointment of a person acting as a Chairman 21,22 or Vice- Chairman or member of the Board; or (iii) any irregularity in the procedure of the Board not affecting the merits of the case.
