Power to require untenanted building becoming a nuisance to be secured or enclosed. - The committee may, by notice, require the owner or partowner, or per- son claiming to be the owner or part owner of any building or land which by reason of abandonment or disputed ownership or other cause has remained untenanted and become a resort of idle and disorderly persons or otherwise a nuisance to secure or enclose the same within a reasonable time fixed in this notice. Section 120 3[120.
