If, in the opinion of the State Government, any member has been guilty of any misconduct or neglect or has so abused his position as to render his continuance as member detrimental to the interest of the Board or of the general public, the State Government may make an order removing such member from membership: Provided that no member shall be so removed unless he has been given a reasonable opportunity of showing cause against his removal.
