(1) The erectors of pandals shall be deemed to be self-regulators for taking fire prevention and life safety measures: Provided that for such classes of pandals as may be prescribed, the erector shall be required to procure a Fire Safety Certificate before using the pandal for its intended purpose from the Nominated Authority in such manner, within such time period and upon payment of such fee and other charges, as may be prescribed, if the Nominated Authority is satisfied about the compliance, by the owner or occupier, with the applicable fire prevention and life safety measures. (2) Every erector of a pandal who is not required to obtain a Fire Safety Certificate shall display at a prominent place in the pandal a declaration in the prescribed Form and under their own signature or signature of the Nominated Fire prevention and life safety measures in pandals.
