(1) Every owner or occupier of lands or premises shall take measures to prevent the breeding of insects and when directed, such measures as may be specified by the competent authority. (2) No person shall put any structure or construction or any building or barrier across any stream, channel or drain so as to obstruct the flow of water. (3) No person shall put any embankment for roads or any other purpose which is likely to interfere with the natural drainage of the area, and (4) No person shall interfere with any work on land or any building already undertaken by the Government or by the competent authority or by the owner under the direction of the Government or the local authority for the purpose of preventing the breeding of insects.
