During the period of the fair, festival or pilgrimage, the local authority shall, subject to the rules made in this behalf, make special arrangements, provide adequate sanitary facilities regarding water supply, collection and disposal of community wastes and detection, segregation and treatment of cases of communicable disease, prevention of the introduction and the spread of any communicable disease and medical relief arrangements both for diseases and accidents as may be directed by the health authority. 74 Power of supervision of arrangements
