If any Board persistently makes default in the performance of the duties imposed on it under this Act or exceeds or abuses its powers or is not in a position to function effectively, the Government may by order for reasons to be specified therein supercede the Board and appoint a new Board in its place in accordance with the provisions of section 4: Provided that before passing an order under this section an opportunity shall be given to the trustees constituting the Board to represent against the proposed supersession.].
