If for any reason, whaisoevcr, the, concerned on failure of electorate fails to retur'n a Vice-President or, as the eIect,on. case may be, .a member, the State Government s ha11 nominate a person eligible for eIection to such office to be the Vice =President - or, as the case may be, member who shall, on being, so nominated, be deemed to have been duly elected.
